The concept of «DELTA + a dynamic city» is based on the ambition to think the city by the public space. The public space carries a daily introduction to common life and induced spaces that shape a common identity.  It is the success of these public spaces which will create a rich running between buildings. This public space is developed by an urban path which becomes the support of different activities. This diversity offers a flexible use of temporality and corresponding to people of all ages. The mixity of different type of public spaces create a new way to appreciate the city. People of all ages meet, there are no zoning but a heterogeneity unified by the pathway. It is the existing, and the new, environment that will draw the future buildings. This concept provides flexibility in the use and respect of the context.

The ambition of DELTA+ is to create consistency between the existing way of living and the new development way by reinterpreting the blocs. The idea is to maintain an identity of the city while creating support corresponding to contemporary expectations. In order to make a homogeneous base, it’s important to create a connection with the existing. The implementation of the project takes into account the directions already set up in the city to create a urban continuity, an echo between interventions. Moreover, different scale of mobility are necessary for the city of tomorrow by allowing everyone to adopt a means of transport adapted to their needs. Various entry and exits are provided on the site to properly serve the project. It’s also important to think about the vegetation in the city. But not only just like a basic ornamentation.

The vegetation is a material for the construction of the city. Delta + restores a hierarchy in the urban plan by putting it at the heart of the development in the continuity of the existing vegetation, the new public park and the heart of the Delta. This conscious about vegetation creates a daily social contribution for everyone. The new park offers a quality of life in the heart of the plot for those who do not have a direct view to the sea. No housing are abandoned, the area of Delta + functions to promote natural contribution offered by the city. The park creates a dynamic and multi-generational public space. This item becomes a central feature of the city by providing required activities to everyone’s health and a life of active area.

The waterfront become a continuous promenade connecting the different areas of Delta + and the historic city. Rijeka is a city where the confrontation with the water is very important. That is why it is necessary to give a new way to approach it by offering innovative and spaces available to develop this asset. This new public space must be linked with the public spaces of the already existing city. That’s why the introduction of continuous paths with strategic points permit to connect the different part of the city to create an element working together.
