The administration building of Water and Sewerage Corporation is designed according to generate active relations with nature and place. The building is oriented through topographical dynamics, dense functional program, and primary urban bonds. The building is generated by articulation of pure subgroups. These tectonic masses are organized to constitute a tension and balance in between. In developmental area of city, the pure accumulation of basic plain masses displays an initial origin. The accumulation of subgroups reveals not only a physical, but also a social and perceptual fragmentary composition. The order in between masses represents a coincidental approach through urban and functional sequences rather than monumentality.
