This project is positioned in the middle of both the «Mountain-City» and the «Park-Industry» axes, aligning with the industrial structure distribution in the free trade zone plan. It acts as a transitional nexus with interactive-hybrid functionalities, embodying urban topographical traits and driven by China’s regional policies like the free trade zone bonded area. Its mission integrates industry and administration, establishes a regional highland, and symbolizes the maritime port.

The project comprises three functional parts: digital free trade services, a national legal centre, and human resources services, to be integrated for efficient, independent management.

The design maintains the mountain-city-port relationship in the geographical layout, symbolized by reef-inspired imagery resembling the dualism of the city and mountain. The podium ensures ground connection, a continuous urban front, and accessible government services.

The towers project an urban image. Simplified with white crystalline curtain facades, they evoke harbour lighthouses. Three towers facilitate separate functional management with clear circulation, inclined for dynamic and directional aerial perspectives. They also link to the inner courtyard’s facades which are inversed slants, infusing energetic vitality into the shared central space.
