The shifted volumes creates an inviting public space in front of the main entrance and the quay linking the new town hall with the culture house. The building have two identical sized atriums, one with an outside space and another covered with roof lights. The main staircase located in the covered atrium connects the public ground floor with the parliament room at the top floor overlooking the town and harbour area.
