Review the 2 proposals for the same competition.
The new building was built in continuity with the urban ensemble of Quinta das Lavadeiras from 1966. The building allows for permeability of use in circulation and community spaces, with a broad relationship with the main streets. The main entrance to the building is on Rua da Quinta das Lavadeiras, which is permeable with the communal galleries giving access to the houses, but it is on Rua Cidade de Tomar that the social, communal and even commercial spaces have a clear relationship with the city. Taking advantage of the steep slope between the two dominant levels, it is proposed to occupy this space with double-height ceilings and a mezzanine, in order to introduce spatial conditions and foster a community spirit among all the users of the housing block. The storage rooms are located on the floor that faces Rua Cidade de Tomar. This is also where access is gained to the underground parking lot, which is spread over two floors with space for 18 vehicles, including spaces for people with reduced mobility and electric vehicle charging. It was decided to use car lifts because, although they are expensive per se, given the scenario of more land occupation and the consequent excavation and containment area (the latter in a steeply sloping area) and the possible need to build ramps, this equipment would greatly benefit the financial viability of the operation proposed here. In a gesture of envelopment and contamination, the vegetation of the proposed park takes over the inhabited plan, proposing a landscaping that accentuates the relationship between the urban and the natural. The relationship between the community spaces (located at the difference in elevation between the two main ones) and the park is very close, creating places of openness and tension, sojourn and passage, contributing to the dynamization of this new “city floor”. Both to the northwest and southeast, outdoor spaces are proposed in direct communication with the interiors. In the case of the northwest.
